Why? Because these games were developed by Game Freak and published by Nintendo and The Pokémon Company exclusively for the Nintendo 3DS hardware. Neither Nintendo nor The Pokémon Company has ever released a mainline Pokémon game as a standalone APK on the Google Play Store.
