Nintendo has aggressively pursued legal action against websites hosting massive Amiibo bin libraries. However, the technology is dual-use. Blank NTAG215 cards are legal. NFC writing software is legal. Even owning a bin file of an Amiibo you physically purchased could be argued as a “fair use” backup, though this has never been tested in court.
